레이너는 1980년 3월 28일, 그레이터 맨체스터의 스톡포트에서 태어났다. 그녀는 스톡포트 중학교에 다녔으나 16살에 임신을 한 후 학교를 중퇴했다.

그 이후 스톡포트 대학에서 영국 수어와 사회복지학을 공부해서 국가 직업 자격 NVQ 레벨 2을 땄다.

대학 졸업 후 그녀는 간병인으로 일했다. 또 그녀는 영국에서 가장 큰 노동조합인 유니슨의 간호사노조 대표로도 선출되었고, 그 후 유니슨 노스웨스트 잉글랜드지부 의장으로 선출되어 해당 지역에서 노조의 최고 고위 관리가 되었다.

2014년 9월, 데이비드 헤이스가 은퇴를 선언함에 따라 그의 지역구인 애쉬튼언더라인에 레이너가 노동당 후보로 공천되었다.

2015년 6월 2일에 처녀 연설을 했다.

Thank you for calling me to speak, Mr Deputy Speaker. I also thank the hon. Member for Hereford and South Herefordshire (Jesse Norman) for his speech. There has been an Ashton-under-Lyne constituency since 1832, and although there have been significant boundary changes during the last 183 years, the strength and character of the people of my constituency have not changed. It is the people of Ashton-under-Lyne who are at the start, the heart and the end of my maiden speech. It is to them that I owe this tremendous honour and privilege. They remain proud, warm and welcoming, and, most of all, resilient, although I fear that those qualities will be severely tested over the next five years. My constituency consists of three distinct communities, Ashton, Droylsden and Failsworth. It has been well served by its elected representatives over the years, and I am proud to say that, since 1935, it has happily returned an unbroken line of Labour MPs. I pay tribute to David Heyes, my predecessor, whom Members will recall for his 14-year service in the House. A former advice worker and a proud fellow member of my trade union, Unison, David was adept at handling constituency casework, as I now know because of my casework load. He was also a real champion of our NHS, and, in particular, of Tameside general hospital, in our constituency. All the previous MPs who have represented my historic constituency have had one thing in common that I do not share: they have all been men. Today, I stand here making my maiden speech as the first woman MP to serve Ashton-under-Lyne in 183 years, and, as the first woman MP, I promise that I will do all in my power to live up to the examples shown by my predecessors. Of course, I could never fill their shoes—mine tend to have three-inch heels and to be rather more colourful—but I walk in their footsteps. We are different, and I will be different, but we are equal too. Today, in this House of democracy, we are making a little more history. I lay claim to being the only Member of Parliament ever to have worked as a home carer. I have known the insecurity of zero-hours contracts myself, as a worker, and also the insecurity of the people who depend on our care. I have also seen how quality care can change lives and make a real difference. One in eight adults in Ashton-under-Lyne is providing unpaid care by looking after a loved one. Carers make a remarkable contribution to our society, holding families together and enabling loved ones to get the most out of life. Their care saves the United Kingdom billions every year. I agree with all that was said earlier by my hon. Friend the Member for Worsley and Eccles South (Barbara Keeley). A careworker becoming a Member of Parliament: that is real aspiration for you. Perhaps I am also the only Member who, at the age of 16 and pregnant, was told in no uncertain terms that I would never amount to anything. If only those people could see me now! I am proud to be in this place, for myself, for my family, for my party, and for the people whom I represent. I am proud, too, for women, who are the backbone of our society and the rock of our families. As a mother, I know what it is like to struggle to make ends meet. However, I also know how Governments can change people’s lives for the better. It was my party—the Labour party—that in government founded the national health service. Many Members on both sides of this House will have cause to be thankful for the care the NHS has provided. One of my sons owes his life to our NHS. He was born at just 23 weeks’ gestation. He clung to life for months in an intensive care unit in Manchester’s St Mary’s hospital. He finally pulled through thanks to the care of our NHS staff. Members may therefore understand that I will be watching intently how this Government treat our NHS over the next five years both as an MP and as a mother, and let me give a warning—an angry mother is someone you just don’t want to tangle with. I take my job—this, my only job—extremely seriously. I will bring determination and commitment to my socialist values in representing my constituents. The failures of the last Government on our NHS have led to crisis after crisis and countless broken promises. For all the talk from those on the Treasury Bench, they cannot hide from the daily misery people face up and down the country. Because of Government failures, the NHS has no money and not enough permanent staff, and GP services are overstretched. I will always tell it how it is—my constituents deserve no less—and I will do so in my own little northern way. I also have a message from my constituents to the Treasury Bench: stop privatising and selling off our NHS. To sum up, I turn back to my constituency of Ashton-under-Lyne and its journey from mill town to, today, a centre for manufacturing and retail excellence, supported by excellent transport links, not to mention our award-winning market. I thank you, Mr Deputy Speaker, for giving me the opportunity to make my maiden speech and I thank Members for listening.

레이너는 그림자 내각에서 다수의 직위를 역임했다. 레이너는 노동연금부 장관[1], 여성평등부 장관[2], 교육부 장관[3], 부총리[4], 미래일자리 장관[5], 내각부 장관[6], 랭커스터 공국 총리[7]를 역임했다. 당직에서는 노동당 의장과 노동당 전국 캠페인 코디네이터를 역임했다.[8]

레이너는 2015년 노동당 지도부 선거에서 앤디 번햄을 지지했고, 2016년 노동당 지도부 선거에선 제러미 코빈을 지지했다. 하지만 2020년 노동당 지도부 선거에선 레베카 롱베일리를 지지하여 코빈과 그의 지도부를 지지하지 않았고 후에 그를 비판하기도 했다.

2021년 2월 12일, 레이너는 영국 추밀원 의원으로 임명되었다.

4. 정치적 견해[편집]

레이너는 사회주의자이면서 연성좌파, 실용주의자로 분류된다.

레이너는 법과 질서 문제에 대해 매우 강경하다. 인터뷰에서 레이너는 경찰이 "테러리스트를 쏘고 두 번째로 질문해야 한다"고 말했고 그녀는 지역 경찰에게 "범죄자들의 문을 부수고 그들을 분류하고 적대시하라"고 말하기도 했다.

이스라엘-팔레스타인 분쟁에 있어 이스라엘의 인권 침해를 비판하는 편이다. 팔레스타인과 중동의 노동 친구(Labor Friends of Palestine and Middle East)의 일원이기도 한 레이너는 위대한 귀환의 행진 (Great March of Return) 동안 이스라엘의 팔레스타인인 살해를 비난했으며 소셜 미디어에서 팔레스타인인에 대한 이스라엘의 인권 침해를 반복해서 언급했다.

브렉시트에 대해선 잔류하자는 입장이었다. 레이너는 2016년의 브렉시트 국민투표 당시 잔류 투표 캠페인을 벌였다. 하지만 국민투표에서 탈퇴가 과반을 넘자, 레이너는 자신은 "격렬하게 친 EU"이지만 "또한 민주주의자"라고 말하면서 리스본 조약 50조 발동안에 찬성표를 던졌다.

과거 지지하기도 했었던 제러미 코빈 전 대표와는 관계가 좋지 않다. 레이너는 코빈이 "당의 존경을 받지 못했다"고 강력하게 비판했고, 반유대주의 논란에 대해 그를 "절제 부족"이라고 비판했다. 또 코빈과 노동당이 채택한 브렉시트 합의에 대한 국민투표, 즉 2차 투표에 반대하며 그것은 "민주주의를 훼손할 것"이라고 비판했다.

5.1. 쓰레기 발언 논란[편집]

2020년 10월, 레이너는 앤디 번햄 그레이터 멘체스터 시장의 재정 지원 정책을 비판한 크리스 클락슨 보수당 의원한테 의회 연설에서 쓰레기라고 발언해 막말 논란이 있었다. 그 후에 클락슨 의원에게 직접 전화를 걸어 사과하여 논란을 진정되었다.

하지만 1년 후인 2021년 9월, 보수당 간부들을 향해 또다시 쓰레기라고 말하며 다시 논란을 빚었다. 스티브 리드, 존 맥도넬, 리사 낸디 등 일부 의원들은 그녀를 옹호했고, 키어 스타머 대표는 레이너의 발언과 거리를 두었지만 사과할지 여부는 그녀에게 달려 있다고 말했다. 그러나 많은 보수당 의원들과 노동당 의원들이 레이너의 발언을 비판했다. 앤드류 아도니스 전 노동당 내각 장관은 레이너가 자신의 발언에 대해 사과하지 않았다면 스타머는 더 이상 그녀를 당의 부대표로 신뢰하지 않는다고 말해야 한다고 말했다. 또 그랜트 샵스, 아만다 밀링, 올리버 다우든을 포함한 여러 보수당 의원은 레이너의 발언을 비난했다. 결국 다음달 레이너는 자신의 발언에 대해 사과했다.

5.2. 살해 위협[편집]

2021년 10월, 레이너는 수많은 살해 위협과 모욕적인 메시지를 받았다고 경찰에 신고했고, 자신의 안전에 대한 두려움 때문에 유권자들과의 여러 미팅을 취소했다. 이후 경찰은 핼리팩스에서 범인인 52세 남성을 체포했다. 또 다른 범인인 케임브리지셔 출신 36세 남성은 징역 15주, 집행유예 18개월을 선고받았다.
